The requirement was equipment only. MDEG selected the package against the vessel's general plans, priced it as a firm lump sum, procured it across four vendors, and delivered it directly to the government receiving point.

NOAA's shipboard electronics organization requested pricing in June 2026. MD Engineering issued a lump sum proposal on 12 June, the purchase was approved on 25 June, and MDEG opened the job on 29 June with every purchase order placed by 2 July.

Sourcing was the constraint. The speaker complement drew on stock held on two continents, and the lowest-cost path for the imported IP67 units ran ex works from Norway, which would have held the entire order behind a single line item. MDEG negotiated the imported unit price down by 20 percent before award, then split the vendor order so the domestically stocked horns shipped immediately under a capped freight allowance and the imported line followed on its own schedule.

Every item shipped directly to the Marine Operations Center Pacific rather than to MDEG's Tacoma facility, removing a leg of freight and a handling step from a schedule the customer had asked to compress. The action was invoiced at one hundred percent complete on 7 July 2026 at the quoted value, with no change orders and no retainage.

This procurement follows MD Electric Group's design of the integrated dial telephone, public address, and general alarm system for NOAA Ship Oscar Elton Sette and switchboard replacement for NOAA Ship Fairweather, and forms part of a continuing engineering and supply relationship with the NOAA fleet.

  • Engineering selection of a complete 70-volt marine public address equipment package against the vessel's own general plans
  • Specification and supply of 24 marine-rated horn loudspeakers, including IP67 weatherproof units for exposed deck service
  • Specification and supply of dual 4-channel, 700-watt-per-channel 70-volt amplifiers with matching commercial audio mixers
  • Specification and supply of a mass notification and automated tone module with rack-mount kit and universal power supply
  • Firm lump sum pricing of the complete package, with Washington State sales tax excluded against tax-exempt documentation
  • Complete procurement across four vendors on four purchase orders, all placed within five business days of award
  • Direct drop shipment of all material to the NOAA Marine Operations Center Pacific in Newport, Oregon, bypassing contractor warehousing to compress lead time
  • Freight consolidated to the fastest available ground service under a not-to-exceed cap
  • Factory cut sheets and manuals supplied as required
